Houses built the same year still differ in exposure, tree cover, ventilation, and past repairs. A neighbour's failed underlayment is a reason to look at yours, not evidence that yours has failed.

Ask what was documented on your roof

The useful question is always the same: show me the condition on my roof, in photos, and connect each photo to a line in the scope. A general statement about the neighbourhood is not a finding.
